Call for Data on Horse Breeding Practices: Submission Guidelines

The European Food Safety Authority (EFSA) is issuing a call for data concerning horse breeding practices. This initiative requires interested parties to submit information through a two-step process, ensuring comprehensive data collection for EFSA’s scientific assessments. This guide outlines the necessary steps and formats for a successful submission.

Step 1: Expression of Interest and Questionnaire Submission

The initial step involves expressing interest and responding to a questionnaire using the EU Survey tool. This platform will guide respondents through a series of questions directly related to the specific objectives of this data call.

It is crucial to review your answers thoroughly before final submission, as the survey can only be submitted once. The tool allows for saving drafts. Upon successful submission by clicking the SUBMIT button, you will receive an email within seven days containing a PDF file of your submitted responses. This PDF is essential for Step 2.

For any assistance with the EU Survey, please contact RAL@efsa.europa.eu with the subject line “Call for data – horse breeding practices”. The deadline for expressing interest and submitting questionnaire responses is July 15, 2025. A PDF version of the questions is available to aid in preparation.

Step 2: Official Data Submission via Portalino

The second and final step is the official submission of data through EFSA’s Portalino tool. Submission via Portalino is mandatory for EFSA to consider your data. The submission of additional supporting documents is optional.

Before proceeding to Portalino, ensure you have:

  1. Completed Step 1: Successfully submitted your questionnaire responses via the EU Survey.
  2. Saved the PDF file of your EU Survey responses, as it will be required.

Registration for the Portalino tool may take a few days, so please factor this into your planning to meet the submission deadline. For guidance on accessing and using Portalino, please refer to the provided documentation: https://www.efsa.europa.eu/sites/default/files/applications/user-guide-portalino.pdf.

Should you require assistance with Portalino, contact RAL@efsa.europa.eu with the subject line “Call for data – Horse breeding practices”. The deadline for submitting data through Portalino is July 23, 2025.

Confidentiality Requirements

EFSA is committed to proactive transparency. Information submitted as part of this call, which forms the basis of EFSA’s scientific outputs, will generally be made public in accordance with Regulation (EC) No 178/2002 and EFSA’s transparency arrangements.

However, information that could potentially cause significant harm if disclosed may be granted confidential status, as outlined in Articles 39-39e of the General Food Law and EFSA’s Practical Arrangements. Detailed justification is required for any confidentiality requests.

Submission of Information and Data via Portalino

All information and data must be submitted electronically exclusively through the Submission Builder “Portalino”: https://confportal.efsa.europa.eu/. Submissions via email or other platforms will not be accepted.

When submitting through Portalino, clearly state the following in the subject line: “Call for data Horse breeding practices EFSA-Q-2024-00188″. Include the contact details of the person responsible for the submission, along with the name of the company or organisation represented.

For submissions where confidentiality is requested, both a non-confidential (public dissemination) version and a confidential version of the information/data must be uploaded. Specific instructions for submitting confidentiality requests and for redacting information can be found in the User Guide on Confidentiality: https://www.efsa.europa.eu/sites/default/files/2022-03/user-guide-submission-confidentiality-requests.pdf. If no confidential information is included, only a non-confidential version is required.

EFSA reserves the right to use or re-use relevant submitted information or data for assessments under the same or different regulatory frameworks, where legally permissible.
